About the Scholarship

Offender Aid and Restoration is proud to offer this scholarship opportunity to eligible individuals. The endowment fund offers scholarship grants to ex-offenders who are employed and interested in expanding career options through education or training programs. Whether you are working toward a GED, pursuing a college education, or seeking technical training, we invite you to take advantage of this unique scholarship opportunity.

Eligibility Requirements

The applicant must be a resident of Arlington County, the City of Alexandria or the City of Falls Church for the last six months; and an ex-offender. Eligible applicants will have been working consistently for a minimum of six months, will be living in permanent housing, meet the eligibility requirements of the institution offering the course of instruction, and be in compliance with probation and/or court-ordered conditions. Applicants must produce a statement of financial need, be at least 18 years of age or legally emancipated, and have no pending misdemeanor or felony charges in any jurisdiction.

The scholarship endowment fund became a reality in 1999 when Offender Aid and Restoration celebrated its 25th anniversary. The first grants were awarded two years later.

The scholarship is named in honor of Catherine P. Schnittker. Ms. Schnittker was one of OAR’s founders. She volunteered her time to provide much needed services inside the detention centers and to local ex-offenders. Ms. Schnittker was instrumental in starting an organization that in 2009 celebrates its 35th anniversary. Ms. Schnittker became employed by OAR in 1981 in the Community Service Program and was thoroughly dedicated to the task of restorative justice.

Ms. Schnittker is now retired and remains in close contact with OAR. She continues to be an inspiration to all.
