PAPIS Partners (Pre and Post-Incarceration Services)
OAR belongs to the PAPIS (Pre and Post-Incarceration Services) coalition and together we serve 65% of the state of VA with reentry services among other elements. OAR has our own Board of Directors, staffing, and budgets, but all the organizations in the PAPIS coalition come together to advocate for funds and reforms across the state of VA.
